Solution

This proposal has undergone several revisions and I anticipate several more. Comments are welcome (but you must have an account to make them or use the contact link in the menu). The solution is quite simple but requires the cooperation of multiple entities and governments.

Country of origin

First, the country of origin issues a hardware encrypted "smart card" to their
citizens who wish to travel to or already reside in foreign countries.
This smart card incorporates one or more of the following features.

1. Passport number.
2. Drivers license number.
3. International drivers license.

Foreign Citizen

The foreign citizen adds to the card.

1. Debit card.
2. Sufficient funds to provide return travel to their home country for themselves and their dependents.

US Government

The US Government adds to the card.

1. An ITIN or Individual Taxpayer Identification Number
2. A 90 day VISA.

Employers

1. Pay directly into the debit account.
2. Pay payroll taxes directly into the ITIN account.

Foreign citizens

1. Use the debit card for customary expenditures and remittances.
2. Assemble a portfolio of social, employment and education information which would support their continued residence in the US.

States

1. Extend health, education and other benefits to foreign citizens using the same criteria they use for nationals.
2. Negotiate
   with the Federal government for an appropriate share of the payroll
   account to cover in whole or in part the costs of those services.

Communities

1. Extend local services such as libraries and recreation facilities to foreign
   citizens. Their costs are covered by local sales and use taxes.
2. Review foreign citizens portfolios making a recommendation on extension of VISA

Landlords

1. Accept debit card payments for rent.

Utilities

1. Accept debit cards for services.

Benefits

1. Security. Information about foreign citizens living in the US is dramatically
   enhanced. Foreign citizens can demonstrate their good will through the
   use of the card and the development of their portfolio.
2. Economics. Taxes get paid.
3. Foreign citizens and their dependents get needed services.
4. Foreign citizens are encouraged to participate in their local communities without fear of imminent deportation.
5. Employers get a guaranteed method of compliance.
6. Nationals get to know and interact with the foreigners living amongst them.
7. US citizens get to reclaim their birthright as a welcoming and compassionate people.
